Dear Union Brothers and Sisters,
As we look forward to the upcoming holiday season, I need to take a minute to pass on a few thoughts.
Unfortunately, over the past few weeks there have been a number of issues related to “bypass and clearance” incidents along with other problems related to radios and SPTO concerns.
I’m sure there are a number of contributing factors to these things and I am currently working on addressing them with the company. They too recognize a problem with the procedures and incidents that have taken place and they are NOT shying away from looking at themselves and what their role may be in contributing to these issues. Your help will be needed and a survey/evaluation document is being put together by me to assist in that endeavor.
Let me just say a couple of things along that line. You, the employee, have every right to challenge a situation that you believe violates safety protocols. Whether it is the unavailability of a portable radio or the “vague” issuance of permission for the bypass/manual release and clearance, these things should not be taken lightly, especially the movement of a train without any safety protections. Just because you have received permission and clearance does NOT in itself suggest that all is “clear”. You should always proceed with extreme caution and be prepared to stop.
My conversations with upper management have resulted in the possibility that this portion of the rule book may be getting rushed through during classroom instruction or not enough emphasis put on the need for just how important this section of the rule book is. It may be just getting taken for granted by some employees and management in all walks and classifications during the time of need for it. Even though it happens daily, it should not be viewed as common place and unimportant. BYPASS PROCEDURES ARE DANGEROUS AND POSE SERIOUS CONCERNS AND SAFETY RISKS – and should always be treated as such.
We have been lucky up to this point that no real tragedy or injuries have resulted from these occurrences. I cannot stress enough how vital it is that we all get back to the same mindset when it comes to safety. Do not just go along to get along – SPEAK UP! If you feel you are being placed in a position that compromises your safety or that of fellow employees and the riding public – SPEAK UP! If you are unsure, SPEAK UP! If you hear something over the radio that you feel is incorrect as it relates to you or any other operator out there – again SPEAK UP! There is a correct way to ensure safe practices are taking place – USE THEM!
Finally, please remember that if and when you are given permission for the bypass or a manual release that you confirm it and your clearance point. It ultimately falls on you to keep you safe.
