On November 21, 2011, Governor Deval Patrick signed Senate Bill 2066 restoring some collective bargaining rights that had been removed in the 2010 Transportation Reform Law.

The Bill, sponsored by State Representatives Nick Collins and Martin Walsh, passed the House 155-0 and was enacted in the State Senate on November 16, 2011. The bill included an Emergency Preamble to allow it to take effect immediately.  Originally filed as SB 2056, the bill was amended by the Senate Committee on Bills in Third Reading and was reported out on November 15, 2011.
